I recently upgraded to Windows 10, when I took pics off of my wife’s phone as well as mine, windows isn’t let me view them on the pc. How can I convert the HEIC files to jpg in bulk, I literally took a couple of thousand pics off our phones. Thanks in advance.

Hopefully you used a process described above.
Change the settings on the device to use "Most Compatible" to use older codecs like .jpg and .mov.
Correct, I transferred from our iPhones to our pc, the picture files are HEIC but I need to convert to jpg.
