What happens when you try to load these settings? Do you get a specific error message or see anything noteworthy on the screen? Are they the only item in the Settings app that won't load for you? If you haven't tried already, Restart your iPhone and try once more and see if you notice a difference. Also, follow Update your iPhone, iPad, or iPod touch to ensure that you're running the latest version of compatible software.
