This is a classic case of internal screen de-lamination. This is physical defect, that can only be resolved by replacement of screen itself.

If you have an active AppleCare+ plan, Apple will likely offered an exchange for a refurbished iPad of the same model and specification. If out-of-warranty, or if you don’t have an active AppleCare plan, the cost of the exchange (if offered) will be c.60% of the “as new” price of the iPad.
