Storage Full with No Music/Photo/Podcast

I have an Apple Watch Series 3, and an iPhone XR. Strangely, the watch is showing storage is full, despite there being no photos and no music on the watch. Looking at the usage breakdown for the watch on my iPhone, it appears no apps are taking up the space... so what could it be?

A few weeks ago I had this problem and decided to reset / unpair / repair the watch -- which temporarily fixed the issue. But now it's back!

Has anyone else encountered this?
