Can my iphone sync Safari apps but not history? I have an iPhone 6 Plus with the most up-to-date IOS version. My wife and I share the same iCloud account. I want her to be able to use the Safari apps I create but I don’t want her to see my Safari history. If we share the history, when she deletes her history it also deletes mine.

Yes, those are called bookmarks or favourites depending on how they are displayed. Unfortunately if you want to share bookmarks, you do this by enabling iCloud for Safari, which also then syncs your history.
This occurs because you are using the same ID.
I guess I really should have called them Icons or maybe Favorites.
I'm not sure what you mean by Safari apps, could you please explain.
You might want to reconsider your decision to share an Apple ID, it's one surefire way of losing your data through accidental deletion.
