How do I permanently delete an app from the cloud

If the apps are installed from third party applications they are always saved on the device and can't be viewed in iCloud.com as you only signed in with Apple ID and password and synced the inbuilt applications https://support.apple.com/en-us/HT207689

You delete the apps from the device https://support.apple.com/en-in/HT207618

And they get deleted as they were never saved in iCloud .

You don't have apps in the cloud, only a purchase history and you cannot delete your history.

Apps are installed from The App store (Apple Servers)

When you delete an app from your device, it gets removed from your main screen. I'm not really sure where you are seeing this cloud symbol.
