I have an app that I deleted on my I phone, but I need to delete it from Icloud so it is permanently deleted. How do I do this?

If the apps are installed from third party applications they are always saved on the device and can't be viewed in iCloud.com as you only signed in with Apple ID and password and synced the inbuilt applications https://support.apple.com/en-us/HT207689

And they get deleted as they were never saved in iCloud .

Then why do I see the app on my phone with the cloud symbol by it after I've deleted? I need to download a diff version which I can't do as long as this is in the cloud.
When you delete an app from your device, it gets removed from your main screen. I'm not really sure where you are seeing this cloud symbol.
