iOS and Bejewled Stars

My iPad says it's updated with iOS version 10.3.3

However several apps require 11.0 or 12.0

Why is my iPad not updating to a higher version ...how do I force it to go past version 10.3.3. I tap Settings, tap General, tap Software Update, but it says the iPad is updated with iOS 10.3.3

An underlying problem that I'm trying to fix is that a game I play regularly has stop working about 10 days ago. Bejeweled Stars works on all my other devices. I have cleared the Safari cache. I tried deleting and reinstalling the game at least a dozen times but each time I tap the game icon on my home page, it acts like it will open for a split second, then the homepage goes completely black for a split second, then the homepage reappears...game won't open, goes back to homepage.

Any suggestions?
