iPad pro 3rd gen will not startup

My iPad pro 3rd gen will not startup , it shows the apple logo which come on then goes off and back on again .

This keeps repeating and i have connected to iTunes but it fails to update with error code 4018 , before i attempt to restore it , is there anything else i can do .
