Is covid-19 tracking a part of the iOS 13.5.1 update?

New Apple update does not really explain what’s on the update. For instance, is COVID-19 tracking on that update??

There is a base software that can be used by an app, if and when one is developed, that can help with COVID exposure tracking. It is default setting as off and cannot be activated until an app is developed, you download the app, and you turn it on.

That update was 13.5, but it didn't contain any app, only an API (Application Programming Interface) for Apps Developers.
