How do I setup an iMessage account for my child’s Apple ID?

I’ve got an AppleID set up for my daughter so she can text her friends when signed into wifi in an old phone of mine, but I can’t figure out how to get her an iMessage account so she can message with friends. Any pointers?

You don't need an iMessage account, just sign into the Messages app with her Apple ID
