How do I customize the touch bar for particular apps?

This page (https://support.apple.com/en-us/HT207055) suggests that I can customize the Touch Bar for particular apps. Yet, when I choose to customize the Touch Bar, I only ever get the same set of generic choices to add which are not app-specific. Am I missing something or is that article simply misleading?

OK, I'm not sure I understand the mechanism by which the app would do that other than through its preferences. There seems to be no provision within the System Preferences Keyboard panel for individual apps to surface.

You don't customize the app TouchBar through System Preferences. You customize an app's TouchBar with View menu > Customize TouchBar… within the App.

So by that do you mean it'd surface in the app preferences?

No, I mean the app would provide additional buttons that could be added to the App's TouchBar. You would customize it just as the Apple article describes, but the App would show you other options to add or remove from the TouchBar.

If you Customize TouchBar from Safari and then from Mail, are you offered the same options?

If you choose Customize TouchBar from the View menu of an app, it doesn't offer any custom buttons?
