Require passcode after factory reset

Why does my iPhone 7 requires passcode after I had factory reset it? I tried my passcode but it didn't work. How do I resolve this as I am planning to sell it? Thanks.

iPhones do not require a passcode after a factory reset. However, if Activation Lock is not removed the phone cannot be set up or used. See—>What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support
