I can’t seem to use the face recognition for my apps

You need to use an app that supports Face ID feature.

Many 3rd party apps that provide Face ID support require some configuration first, such as enabling it using in-app settings.

Based on what you wrote, there is no issue when you use Face ID to unlock your iPhone. You might need to contact the developer for help; It's developer responsibility to support their product and to handle any issues users have it with their apps.

It’s normal when there are no apps that support Face ID On the device or an app that does work with Face ID haven’t yet requested an access to it.

In other words, installing an app on the device isn’t enough. You need to open the app and using in-app settings configure the app to use it with Face ID.

The apps that I am wanting to turn on the Face ID do allow this. My partner has the same phone and same apps and it works on his.

I can’t even open the “other apps” option as this doesn’t even exist on my phone. I am wondering if there is an issue with my new phone?

But it’s not the apps. I can even see an option to turn it on for the apps.

i know that these apps do have a face recognition, because everyone around me has this IPhone 11.
