My iPad is the A1430 model (Wi-Fi + Cellular), haves the sim slot and the black thing at the top, but the Cellular function is not appearing in Settings.
Settings > General > Regulatory says "Model A1416".
How can i fix it?

What exactly is legislation? When you go to Settings > General > About > What Model number is listed?
The fact your iPad has a Sim Card Slot ensure you have a cellular iPad. Wifi iPad's do not have a Sim Card slot.

Do you have a valid sim card with a supported carrier installed in the iPad?
Maybe it's from a different country than the one your in?

There is no problem with the gsm operator I use in my country. Supports.
The problem here is that the model on my device and the model in legislation are different.
It has a sim card slot. My model is A1430. But the software inside is A1416.
