Purchasing iCloud storage.
It says that I can make payments every month for GB such as 50, 200 and it goes up to 2TB. If I wanted to, couldn’t I just buy more storage in full like buying a brand new iPhone at full price?

No. It is billed monthly. It is similar to renting physical storage space or renting an apartment. You pay monthly for as long as you want to use the space. Also see: iCloud storage plans and pricing - Apple Support
