iPhone 5s hard reset doesn't work

Did you use the "forced restart" procedure? The steps for your model 5s are as follow:

Press and hold both Home and Power buttons until the Apple Logo appears on your screen (it might take 20 or more seconds). When it appears, release both buttons and wait for your iPhone to restart completely.
