Unfortunately, if you have forgotten your device passcode (or your device is disabled) and you don’t have access to either a PC or Mac computer, your stuck. There is no alternative mechanism by which access can be recovered.
As such, you’ll need to follow this process:
If you’ve forgotten the passcode on your iPad, or your iPad is disabled – Apple Support
The PC or Mac doesn’t have to be yours - that of a willing friend or relative will do the job. It just needs to be a PC with iTunes installed, or a Mac with iTunes or Finder - as appropriate for the installed version of MacOS.
