Watch locked

I got a new phone, erased my old phone to which my Apple Watch (series 3) was paired. Now my Apple Watch is locked so I can’t get to settings to erase it. How do I do do this so I can pair to my new phone?

Full reset of Apple Watch series 2 Hi. I have an apples watch series 2. This was linked to my old iPhone XR. Given security setting for my work email, the watch would only unlock once I unlocked my phone. Well, I upgraded to a new iPhone 13 and now the watch is searching for the old phone/security settings and it’s locked. is there a way to completely wipe the watch or hard reset it to then link it up to the new phone? At this point it is rendered useless. Thanks!
