Why doesn't the "Photo Options" window in Windows iCloud display the options to actually download recent photos?

When I try to set the "Photo Options" in iCloud for Windows 10, I get a window that only allows for uploading photos and sharing photos to shared albums. How do I get the other options to show up like download recent photos, etc.?

Thank so much for the link. I downloaded the old iCloud version, and I was able to download my photos by year, but close to finished got stuck and now it's not downloading any more. It is so frustrating. I hope Apple fixes this for Windows 10.

At least I was able to download some of my pictures to my computer without having to do it manually.
