What might “locked out” mean exactly?

• Passcode lock? If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
• Activation lock? Turn off Activation Lock - Apple Support
• Cellular carrier lock? Only the original cellular carrier may unlock the iPhone if they wish.
• Something else?
