Apple ID disabled in iTunes and app store

I have tried resetting it multiple times, it allows me to change the password but remains disabled. How do I fix this

If you are locked out of your Apple ID account you can go to https://iforgot.apple.com

This will provide you with the recovery steps you put in place for this situation.
