You need to enable 2 Factor Authentication on your Apple ID and create an app specific password to use. If your account won’t allow 2 Factor Authentication, try 2 step verification.

See these possibilities:

'Your account has been disabled in the App Store and iTunes' https://support.apple.com/en-us/HT208856. This link says: "There might be a problem with the payment method that you have on file. When you see the message, don't try to edit any of your account information. Insteadcontact Apple Support for help.”

Use the Apple recommended support link above first.

You can also Get a call from Apple support to help solve your problem https://getsupport.apple.com/?caller=kbase&PGF=PGF63005&category_id=SC0245&symptom_id=23362

If your Apple ID is locked or disabled https://support.apple.com/en-us/HT204106 "If you or someone else enters your password, security questions, or other account information incorrectly too many times, your Apple ID automatically locks to protect your security and you can't sign in to any Apple services.

If you use two-factor authentication, you need a trusted device or trusted phone number to reset your Apple ID password and unlock your account. If you have a recovery key, you can also use it to help you regain access to your account. …

If you use security questions with your Apple ID, or if you don't have access to a trusted device or phone number, go to iforgot.apple.com. Then you can unlock your account with your existing password or reset your password. After multiple unsuccessful attempts to unlock your account, your Apple ID will remain locked and you can try again the next day.” Eventually you will end up in account recovery if you can’t answer them satisfactorily or you will be told “we don’t have sufficient information to reset your security questions."

Apple support might be able to help you before you enter recovery if you have your receipt for the purchase of a pertinent device from an authorized Apple seller with its serial number on it. You will need a photo ID alsoSee the support options below to reach Apple Support for help. Alternatively, if an Apple Store is open in your area, then you can go there to deal with your problem. In this case, you can make a genius-bar appointment (https://www.apple.com/retail/geniusbar/) if you want.

If you forgot the passcode for your iPhone, or your iPhone is disabled https://support.apple.com/en-us/HT204306

The instructions are essentially the same for an iPad and iPod touches. “If you enter the wrong passcode too many times, you’ll see a message that your device is disabled. If you can’t remember your passcode, you'll need to erase your iPhone, which deletes your data and settings, including the passcode.” See the additional instructions in the document.
