Disk Utility Doesn't Give APFS Format Option.

I just bought a Samsung T5 SSD hard drive. It's format is exFat and I want to switch it to APFS. Disk Utility only gives me the option for Mac OS Extended (Journal).

So I just picked Extended, hoping it would give me the APFS option with that format.. it didn't!

Is there any way that I can make this happen? I'm running Mojave 10.14.6.

Thanks.
