icloud back up stuck on uploading to icloud

My iphone 6s 128gb with 200 gb icloud storage available has been stuck for hours on 1 minute remaining. "uploading to icloud". It is on wifi and has been plugged into charger the whole time. How do I get this thing to finish?

Unable to Back Up to iCloud Even Though I Have Plenty of iCloud Storage Space Left When I try to back up my iPhone 7, I get the error message saying there is not enough iCloud storage available. But my storage shows just 20.5 MB of 5GB used? I am connected to WiFi.
