i cant download procreate

I can’t download procreate and I don’t know what to do. It lets me click download and then I use touch ID and it processes payment then it comes up with currently unable to complete this transaction and then asks for a password (I’m assuming my Apple ID) however when I put it in it comes up with manage payments but then doesn’t let me press anywhere but the back button and then it doesn’t download. I have a 7th generation iPad and it says that iPadOS 13.5.1 and that it’s all up to date ( I updated it last night)
