hacked ?,two factor authentication

so i either got hacked or forgot about setting up the two factor authentication because i got a new phone and i went to go log into my apple id and i get a notification saying that i need to put in my verification code with a random 2 last digit number that i didn’t recognize. so since i couldn’t do anything about that it gave me an option to put a trusted number or whatever, i tried putting my real number in and it didn’t work. i had to create a new account and all the photos in icloud and money i’ve spent is gone. i have no clue what to do, i literally cannot get in ?!

Try logging into the original account and then see if anything here helps. If necessary, you can use account recovery as explained in the link at bottom of the article.
