I have Mojave Version 10.14.6 on Mac mini (2018) when I try to install Security Update 2020-003 10.14.6, it will not install. On install and restart I get the following message after restart and sign in: Your computer was restarted because of a problem.
I do not what to install Catalina because it screws up my Norton software with respect to using more than 100% CPU capacity while normal running. Cannot I Just install Security Update 2020-003 10.14.6 without installing Catalina?

Well, there's your problem. The last version of Norton that did not make a mess of Macs was released about 1999.
Macs do not need that stuff. EVERY commercial AV product (save MalwareBytes) WILL slow and destabilize your computer. Why? They interfere and conflict with very powerful protection you paid Apple to build into the Mac OS.
AV companies use fear marketing--don't fall for it.
Not to be confused, Update is not Upgrade MacOS.
