2019 macbook pro 13" not charging

My macbook pro is frequently having a charging issue. It is plugged in using the apple 61w USB-C charger. At 100% and plugged in, the battery will begin to drain down towards 90% and on the system report page it shows that it is not charging despite being plugged in. Eventually around 90% it will charge again. The charger appears to be undamaged. I've tried all four USB-C ports, tried different outlets in my house with the same issue. Resetting the SMC fixes the problem immediately, but within a day it happens again.

I'm not on Catalina. I'm still running Mojave (10.14.6). There is no battery health management feature in the energy saver section of system preferences. So that feature doesn't have anything to do with my problem.

Thanks for the clarification.

This is normal battery function, it will not trigger a charge until it drops to ~89-90%

Additionally you can read:

My battery won't charge to 100%

Occasionally, the battery might not show a full charge (100%) in macOS, even after the power adapter has been connected for an extended period of time. The battery might appear to stop charging between 93 percent and 99 percent. This behavior is normal and will help to prolong the overall life of the battery.

This is the new normal—

macOS Catalina 10.15.5 introduces battery health management, a feature designed to improve the lifespan of your Mac notebook's battery.

The Battery Health button appears in >SystemPreferences>Energy Saver —this feature is limited to Mac laptops with Thunderbolt 3 ports. That equates to all MacBook Pro models released since late 2016 and the Retina-capable MacBook Air models released since 2018.

If you were to disable the new feature, it would go back to the old way of what you are expecting to see.

Nowhere does it say that this behavior is normal. My battery doesn't behave in the way you quoted (when charging from <93% "the battery might appear to stop charging between 93 percent and 99 percent"). It is plugged in the entire time, reads 100%, then discharges down to 90% while still connected to power, then charges back up to 100%.
