first my father created an account and he forgotten the password now i want to change my phone's account and because of the forgotten password i can't download an app and also my wifi is not supporting my phone so now i want to change my account

Start here to recover the account: If you forgot your Apple ID password - Apple Support
You'll need access to the account (know its password) to sign it out of iCloud.
Once you have access to it, you can sign out from the account for all services on the iPhone: Sign in with or out off your Apple ID - Apple Support
