My guess is account you are having the issue with relays on fetch service and your fetch schedule is set to Automatically’.
Go to Settings > Passwords & Accounts > Fetch New Data and change Fetch Schedule to ‘Every 15 Minutes’ if account is set to relay on Fetch and not Push service.
