In short, your iPad4 cannot be updated beyond iOS 10.3.3/4.
Update support for iPad4 ended September 2017. The final iOS releases for this model were iOS 10.3.3 (WiFi Only models) and iOS 10.3.4 (WiFi & Cellular). iPad4 cannot be updated to any later major version of iOS as it lacks the minimum hardware requirements needed to run more recent versions.
Many App Developers have also dropped support for older devices and iOS versions preceding iOS11/12/13 - and have withdrawn older versions of their Apps from the Apple App Store. Withdrawal of Apps supporting older models of iPad is making their utility and usefulness significantly more limited. Once compatible versions Apps are withdrawn, you’ll not be able (re)download or (re)install them.
If Apps that you need to use now have higher minimum iOS-version requirements, your only option is to replace your iPad with newer model. Of current models, even the entry-level iPad7 supports current iPadOS 13.x - and has hardware specifications and features that will vastly outperform your old iPad4.
I hope this information is helpful - if only in clearly and succinctly stating your current options.

That model corresponds to a 2012, iPad 4th generation.
A 4th gen iPad cannot be upgraded beyond iOS 10.3.3/10.3.4 for WiFi & cellular data models.
A 4th gen iPad is a NEARLY 8-year old device, now!
These older iPad models are too old, now, too underpowered and completely incompatible with any of the current and future versions of iOS/iPadOS.
Also, these old 8 and 9-year old iPad models will be obsolete very soon and will have NO MORE older version apps available for them, any longer.
This is the harsh reality for these 8 and 9-year old, OR OLDER, iOS devices, now!
Sorry, but it is what it is, today, in the year 2020!
Time for a new, refurbished or much “newer” ( read used ) iPad.
If you must purchase older, used iPad models, DO NOT look at anything older than a 2014 iPad Air 2 or 2015 iPad Mini 4.
Both of these models are the oldest iPad models that the up and coming iPadOS 14 will support, in the Fall of 2020.
If you must purchased used devices from unknown sources, you must ask more questions of the iOS device seller, ask for more photo/images, ask if the iPad has user/iCloud activation lock and ask for photos/images/short video proof that such an iPad has been reset factory settings and shown proof of the iOS device's start up screen showing the animated, moving, multi-language “Hello” Welcome to iPad screen.
If the iOS device seller is unwilling to do all of this to show you that the iPad, in question, is ready to use with no barriers to new user activation and use, pass on the iOS device and look at other iOS device sellers elsewhere.
Sorry & Best of Luck to You!
An Ipad 4th Generation can't run iOS 13, it can only run iOS 10.3.4
