Use computer iTunes is the only way.

If your phone is disabled, you'll need to find a computer you can use to restore it. You won't need the passcode as it and everything else on the phone will be erased when you do the restore.
I'm talking about iPad mini not iPhone. Without iTunes how can I get access to the iPad if i've forgotten my passcode?
You can't without a computer for iPad or iPhone or iPod touch.
I do have a computer and an iPhone but I just want to know how can i access it using my computer.
