Apple has never supported downgrading to a previous version of iOS.

No You can't.
Restore it to factory settings and DO NOT restore a backup, and test it. If the front camera still doesn’t work it is hardware.
iOS 13.5.1 did not disable your front camera. It’s failure was coincidental. You can try the various troubleshooting steps, but if the last one, restoring the phone to factory settings—>Restore your iPhone, iPad, or iPod to factory settings - Apple Support doesn’t fix it your phone has a hardware failure.
You can't roll it back.
Actually it worked perfectly until then and it works with the Bank Mobile deposit App just fine. So it’s not a hardware issue... I’ve restored back to factory settings and reloaded the last backup Which unfortunately Was also 13.5.1 and it’s still disabled
it was possible years ago ... you could restore from previous backups Weeks prior .. I believe they only now save the most recent backup
That’s what I’m being told... no way to fix the problem they created... now I have to wait for the patch which could be months
