I understood well what you meant. Instagram does not rotate on iPad. You can't make an app rotate which the app developer didn't code to rotate. You need to let the folks at Instagram know this is something you'd like them to add to their app for iPad. Apple cannot add rotation to a third party app as Apple does not own their code.

Unfortunately all Apps that were not optimized for iPad and are for iPhones do not support portrait mode on iPad.
Apps can be not-optimized. Instead, just portrait in landscape mode.
