is there a way to restore my ipad using a non apple device? it's stuck on a boot loop

You can use a Windows PC or Laptop with iTunes to restore an iPad. You do not have to own a Mac.

Why would you say this? iPad can be restored using a PC with Windows and iTunes.
The OP asked if an iPad can be restored using a non-Apple device. iPad can be restored using a PC or Laptop running Windows with iTunes. Perhaps you should reread the question.

I do not really consider a laptop or desktop computer a “device”, per se.
I interpret “device” as smaller handheld items, like a smart phone or another tablet by another maker.
I consider anything that is electronic, which is not Apple to be a device and I believe that is what the OP was asking. A Mac is a device. A PC is a device.
