I need to add family share to increase cloud storage however I moved and changed region and need to change that first; however I cannot as there is a balance of 0.30cents on my cloud account which cannot purchase anything and needs to be at 0$ balance.
I have tried calling apple support and been on hold for 20mins.
any advise.

Yes, when changing regions/countries, all subscriptions need to be closed/terminated. In your case, I'm assuming that also includes all balances being zeroed out as well. Best option would be to reach out to iTunes Support to ask they remove the balance if possible - iTunes - Official Apple Support.
Yes that is accurate. However I need to change my region on my phone to do this.
i am unable to as there is 30cents balance on my account and even when I attempt to add my card it doesn’t allow approval because me region needs to change.
i am super stick between a rock and a hard place.
must remove the 30 cents before I can proceed.

If you're going to enroll in Family Share, remember all family members must be part of the same country/region - Set up Family Sharing - Apple Support.
