Unable to change my region setting

I am currently on the USA region, and want to move to United Arab Emirates region. However I receive the message that : “ You cannot change store front information for your account at this time”. I checked that I do not have pending subscription (all expired), but I read somewhere that if I have “Family membership” I need to disconnect from. I was on a family membership for 2TB iCloud, so I have disconnected from this membership, but still face the same problem when I try to change the region. I also noticed that although the device (iPhone/iPad) recognizes that I am now on a free 5 GB iCloud, when I chose to “Manage Storage” it shows that I am using 44.3 GB of 2TB” (though I deleted photos and backups earlier and those 44.3 GB were down to 800 mb - still - out of 2 TB not out of 5 GB). Is this a bug that needs to be reported, or is there a setup I need to adjust ?
