using iOS 10.3.3, for about 2 weeks now I have been unable see my notifications or share my own posts on Facebook. Has Apple slipped in another glitch to stop older iPads from doing this kind of thing?

No Apple hasn't slipped anything in to make using Facebook more difficult to use. Facebook should work as expected on your iPad 4th generation. If it doesn't, the easiest thing you can do is delete the app, then reinstall it, sign back in and see if you can use it as expected.
