Why does my iphone7 have the Bluetooth running? The rep at boost turned it on when I bought the phone. Wondered if it needs to be on permanently in order to run correctly? And if it is, is that what is draining my battery?

It doesn't need to be on unless you use it frequently to connect for example to a car or to headphones. But it also doesn't significantly affect the battery if it is on but not in use (maybe 2 or 3% per day based on my personal experience from several years ago).
