Error 14 after IOS Update from 11.2.6 to 12.5.1

I made an attempt to upgrade my iPhone SE fro ios 11.2.6 to 13.51 and the phone is now stuck in RECOVERY mode. I don't have a backup of my device, which is why I simply didn't RESTORE the device. I will RESTORE only when I know, for a fact, I am unable to retrieve my data off the phone by some other means. I must preserve the data.

Now I am consistently getting "The iPhone could not be updated. An unknown error occurred (14)."

To be clear, I already tried a different computer, as well as switched out the lightning cables, but to no avail.

What are my options in extracting file data form this bricked phone. MAybe boo up on the PC side

What am I to do?

Its definitely not the cable...

The first few steps in my updating process confirms its NOT the cable.

1) I open iTunes, the iPhone, in RECOVERY MODE, is detected. The serial number of the iPhone is shown as well.

2) I hit the "Update" button and the update file is downloaded & extracted (as expected).

3) When iTunes starts to "Verify updated iPhone software...", the iPhone's serial number changes to "N/A" but iTunes continues, and completes, the task of verifying the software.

4) iTunes then starts "Preparing iPhone for the software update..." (as expected) but the iPhone's serial number still says "N/A"

5) iTunes then starts "Updating iPhone software..." (as expected) but the iPhone's serial number still says "N/A".

6) The iPhone then shows the apple logo with an empty status-bar

7) The update begins with both the status bar in iTunes and the iPhone filling up.

8) When the iTunes status-bar reaches 100%, the iPhone status-bar is about 38%.

9) Then the popup shows "An unknown error occurred (14)"

As you can see, the USB cable is FINE; communication between iTunes and the iPhone is perfectly fine. My guess is that the iPhone is in a weird state that iTunes doesn't understand, and it crashes. Does this make ANY sense?
