Key chain

regarding my keychain I cant seem to turn on my keychain I dont know why??

when I flip it to On it takes a second or two and flips back to off on both my iPhones can anyone help with that??

iCloud Keychain stuck off I get to the on/off toggle for iCloud Keychain on my iPad just fine. My problem is that the toggle won’t flip to the on position. Why is it stuck and how do I fix it. All my other iCloud stuff seems to work fine on this iPad, my phone, and my iMac. The only problem is the iCloud Keychain on my iPad.

main thing I'd be wondering.. do you have two factor authentication turned on?
