Then you can't track it.

Report it to your cellular carrier and the police.

No such thing tracking with IMEI number. You can only contact your wireless carrier to have them “blacklist” iPhone, so it will be useless to next person.

If you can’t track it on line, then you have to physically look up it. Since you say it was stolen, you will never find it.

If you cannot track it, it is gone. You take the lost.
