For Setting Apple ID, Go here: How to Create a New Apple ID - Apple Support. Children under 13 cannot set up their own Apple Account. But, using Family Sharing, you can create one on your behalf.

Using Family Sharing:

1. Go To: Family Sharing and Apple ID for your Child - Apple Support
2. Scroll to: Create an Apple ID for your child
3. Proceed from there as necessary
4. Setup: Ask to Buy
