Upgrading Mac mini

I have a late 2012 Mac mini and have Mojave installed on the original 500g drive. I installed a Samsung SSD and was able to clone the HD to the SSD - HFS. I want to upgrade the SSD system to APFS and install High Sierra. Haven’t been successful error says SSD isn’t APFS. I was under the impression that booting the SSD and upgrading to High Sierra would automatically convert the OS to APFS. How do I do install high Sierra on the SSD and make it the boot drive?

You will need to start over using Disk Utility in Recovery Mode I order to Erase and Format the SSD to APFS.

Then you can Clone from the HDD or Reinstall macOS and Migrate from the HDD or your Time Machine backup.
