You have indicated that you can't answer your security question satisfactorily and that Apple has precluded you from resetting them. Note that if you fail to answer your security questions correctly multiple times, you will end up in account recovery. And, along the way, Apple will inform you that "we don’t have sufficient information to reset your security questions."
