Yes, Apple TV is compatible with any TV that has HDMI inputs.

Apple TV 4K is also compatible with non-4K TVs. It will then output to a resolution that both devices support, e.g. 1080p or 720p.
Samsung didn’t have any 4K TVs in 2012, so 4K resolutions would not apply with this TV connected.
