You can open the photo in the library with Photoshop while inside the library
and save the resulting edited image as long as you save the new image with the same extension as the original. So if you create layers in Photoshop you'll need to flatten the image and then save. Make sure that you don't change the extension from .jpeg to .jpg which PS will do.. Otherwise Photos will not recognize the edit and it'll be lost to you.
When you click on the Open In option click on the menu about ½ way down the window on the right and you should be able to select any app that is in the Applications folder. If Photoshop is in an Adobe folder or other folder in the Applications folder move it to the top level of Applications folder. It won't be see otherwise.

The problem is that i have no option to OPEN IN. When I select the circle with the 3 periods in it, the only options I have are Markup and More...with the App Store Logo in front and that takes me directly to the App Store. Not anywhere do I have the option of opening a file within another application.
THANK YOU so much, "open in" has always just been a part of iphoto as far as I can remember, so I was wondering if it changed when I upgraded to High Sierra. I was going crazy trying to figure it out. Thanks again.
I prefer External Editors for Photos to "Open In", because I can select the format for passing the photo to the editor.
And if an app fails to save the edits back to Photos, I can simply use the "replace original" in External Editors" and add it to the edited image.
Open In, on the other hand, has the advantage, that I can select the color sync profile.

Does that mean if you edit an image in PS or PSE and create alayered .psd file you can replace the original jpeg and it will be integrated into the database?
I didn't realize that either. The only extension I r remember downloading from the App Store is "External Editors For Photos".
I keep learning or remember new or old things here every day. 🤭
