i upgraded to a newer IPAD. Why can’t I down load some of the apps that were on my previous IPAD? Some apps are grayed out on the new App Store and unable to download that were on my previous IPAD. Why didn’t they transfer over to the new IPAD?

what model is the older iPad and what model is the newer iPad? If you are going from iOS 9 to iOS 13 for example, it is very likely that certain apps were not upgraded to work with newer iOS versions.
yeah, I'm pretty sure that the iPad 2 could only go to like iOS 9.3.6 and the iPad Air 2 can go right up to the latest 13.5.1
So you will undoubtedly be finding older apps that were never updated by their developers to work with newer iOS
I do understand that some apps may not operate with the new operating software on the iPad Air 2, but I do also have a newer IPAD pro that will allow me to download that same app. The apps that I’m trying to download to the IPAD Air 2 are showing in the App Store and are in my cloud, but the cloud icon is grayed out it will not let me download it.
