Why can I not send images via text to non iPhone users?

Why can I not send images via text or use the camera to send pics through texting to non iPhone users?

I have done all the suggested steps including turning on roaming.

The operation you’re describing is known as “MMS messaging”.

MMS messaging requires both the following:

Settings > Messages > MMS Messaging = “on”
Permission from your cellular carrier to use MMS messaging. This may cost extra.
